FinCntrl.parentprojectid(non-persistant attribute) validation class: ParentProjectID is a non-persistent field which is used to attach a parent financial control identifier(parentfincntrlid) to the current mbo.

This method will be used by the lookup for the non-persistent field parentprojectid. It return a mbo set of projects which are valid in the database. The citeria includes all projectids with the fctype as PROJECT and the fcstatus as approved(APPR). Also they should not be disabled.
